The planning brief should include current and forecast workforce numbers, simultaneous usage, required facility types, proposed location or distribution, utilities, servicing arrangements, access, required duration and known future project changes. Defining those factors before choosing the physical accommodation reduces the risk of specifying space that solves only part of the problem.
