  • how many workers they are bringing;
  • where those teams will work;
  • their expected working hours;
  • whether they create new washing, changing or drying requirements;

Separating Capacity, Location and Facility-Type Problems

Once the project team understands how workforce demand has changed, the next task is to identify which part of the existing welfare arrangement is no longer working effectively.

This is an important stage in construction site welfare planning because different symptoms can look similar on a busy site.

A crowded compound may suggest that the project simply needs more welfare space. In practice, however, the underlying problem may be a shortage of one particular type of facility, poor distribution across the site, insufficient servicing capacity or several pressures occurring at the same time.

“Do we need more welfare?”

towards:

“What specifically needs to change?”

Capacity problems

A capacity problem exists when the available provision cannot realistically accommodate the number of workers using it at the times they need it.

Facility-type problems

More floor area does not necessarily provide the type of welfare the project needs.
A changing trade mix may increase demand for:

The existing compound could therefore have adequate overall space while having the wrong balance of facilities.

  • utilities can support additional facilities;
  • servicing access can be maintained;
  • the compound is expected to remain in a useful position during later phases.

Centralising provision can also simplify some operational tasks because servicing, cleaning and utilities remain focused in one location.
However, available footprint should be assessed carefully.

Adding structures to an already busy compound can create new problems if it affects:

  • pedestrian routes;
  • deliveries;
  • emergency access;
  • plant movement;
  • parking;

Distributed provision may work better for remote teams
